Regulatory Compliance Manager - Capital Markets
Job Description
ABOUT THE ROLE
The Regulatory Compliance Manager – Capital Markets will play a pivotal role in advancing Coinbase Singapore’s Capital Markets Services licensing program. Working closely with the Singapore Chief Compliance Officer and cross‑functional teams in Compliance, Legal, Risk, Product, and Operations, you will ensure that all regulatory submissions, policies, and controls meet the Monetary Authority of Singapore’s expectations. This position is integral to building a scalable, MAS‑compliant framework that supports Coinbase’s mission to increase economic freedom through secure and transparent financial services.
WHAT YOU'LL DO
You will lead end‑to‑end project management for the CMS license application, maintaining action logs, tracking dependencies, and escalating blockers to ensure timely, high‑quality deliverables. You will own the preparation of regulatory submissions, governance materials, and supporting documentation for the CMS application, coordinating responses to MAS follow‑up queries. Draft, update, and maintain Singapore‑specific compliance policies, procedures, and control descriptions aligned with MAS requirements and SFA obligations. Strengthen AML/CFT, sanctions, and regulatory compliance frameworks in line with applicable MAS rules, notices, and guidelines. Prepare written materials for senior management, the Board, auditors, and regulators, including governance decks, risk assessments, gap analyses, and regulatory briefing papers. Track regulatory commitments, licensing conditions, and remediation actions from internal reviews, audits, or regulatory feedback, ensuring corrective actions are completed on time. Support regulatory inspections and information requests by organizing documentation, validating evidence, and preparing accurate, concise responses. Lead compliance training and awareness initiatives, maintaining training materials and delivering risk‑based training to relevant stakeholders.
WHAT YOU'LL NEED
You will bring over ten years of experience in regulatory compliance and financial crime compliance at a MAS SFA‑regulated Singapore entity, with direct experience supporting regulatory license applications, major regulatory change programs, or supervisory engagements in Singapore. You will possess strong knowledge of the MAS Securities and Futures Act and related rules, regulations, notices, and circulars. You will have a proven track record of drafting compliance policies, procedures, regulatory submissions, governance papers, and formal compliance documentation. Your program management skills will allow you to manage multiple workstreams, stakeholders, and competing deadlines with minimal oversight. You will synthesize complex regulatory issues into clear written analysis and actionable recommendations for senior stakeholders, demonstrating effective cross‑functional collaboration across Compliance, Legal, Product, Operations, and Risk. Excellent written and verbal communication skills with strong attention to detail are essential. A bachelor’s degree or equivalent practical experience in law, finance, business, or a related field is required. You will responsibly utilize generative AI, maintaining human oversight to deliver business‑ready outputs and drive measurable improvements in workflow efficiency, cost, and quality.
