ABOUT THE ROLE
The Senior Manager, Insurance Product and Benefit Design is a critical role within Oscar's Insurance Product Development team. This position is responsible for translating market strategy into applicable benefit structures, leading agreement, and ensuring high-quality, compliant products. The successful candidate will balance scalable design frameworks with market-specific differentiation and be responsible for end-to-end product performance from design through post-launch optimization.
WHAT YOU'LL DO
As a Senior Manager, Insurance Product and Benefit Design, you will manage end-to-end plan design across assigned geographies, including benefits, cost-sharing, and network considerations. You will lead the product lifecycle from design through filing, implementation, and post-launch performance, ensuring accuracy across PBT's, SBC's, and internal systems. You will also promote agreement on actuarial, regulatory, compliance, network, and operational teams, and establish and enforce disciplined operating rhythms across design and filing cycles.
You will be responsible for promoting process optimization and standardization across markets to improve scalability, reduce defects, and enhance speed to market. You will lead continuous improvement efforts across product design and filing workflows, identifying inefficiencies and implementing sustainable solutions. You will also partner to ensure seamless execution from design through regulatory filing submission, approval, and objection monitoring, and evaluate program success against financial, operational, and provider/member experience goals.
WHAT YOU'LL NEED
To be successful in this role, you will need a Bachelor's degree in business, healthcare, economics, finance, or a related field, and 6+ years of experience in health insurance product and ACA/QHP benefit design with direct ownership over health plan design decisions. You will also need knowledge of ACA plan design, including cost-sharing structures, metal towers, EHB, and regulatory requirements. Experience leading regulatory filing processes, including PBT, SBC, and related documentation, is also required.

BENEFITS
As a Senior Manager, Insurance Product and Benefit Design, you will be eligible for a competitive salary, with a base pay range of $149,040- $195,615 per year in California, Connecticut, New Jersey, New York, and Washington, and $134,136- $176,053 per year in all other locations. You will also be eligible for employee benefits, participation in Oscar's unlimited vacation program, and annual performance bonuses.
